On March 12, 2021, the Standing Committee of the 15th Beijing Municipal People’s Congress convened the 29th meeting, appointing Cai Huiyong as President, member of the judicial committee and judge of Beijing Financial Court, and Li Yanhong and Xue Feng as Vice President, member of the judicial committee and judge of Beijing Financial Court.

On December 30, 2020, the 17th Session of the Central Committee for Comprehensively Deepening Reform deliberated on and adopted the Proposal for the Establishment of Beijing Financial Court. On January 22, 2021, the 25th Session of the Standing Committee of the 13th National People’s Congress adopted the Decision on the Establishment of Beijing Financial Court. The establishment of Beijing Financial Court is an important measure to serve and safeguard the implementation of the national financial strategy, create a sound financial legal environment and promote healthy economic development.

Beijing Financial Court is staffed by the first batch of 25 judges, including 15 male judges and 10 female judges, all of whom are CPC members with an average age of 41.7. From the perspective of educational background, there are 11 doctors and 13 masters among the 25 judges; and from the perspective of judicial competence, there are 2 national trial experts and 8 Beijing local experts on trials (judicial practice research experts), and 7 model judicial staff of all specialties, with the average term of case-handling experience exceeding 12 years and the average number of cases undertaken in recent three years exceeding 280. Among them, the trial team to which five judges belong has been elected the model (advanced) trial team of the court system of Beijing Municipality. In terms of the honorary rewards, there are 1 national excellent judge, 2 Beijing model judges, and 3 Beijing advanced judges. Thirteenhave won prizes in national seminars and among the selection of exemplary cases organized by the Supreme People’s Court.

Cai Huiyong, male, Han ethnic group, born in February 1969 in Zhuji, Zhejiang Province, started working in July 1991, and joined the Communist Party of China in May 1991， doctor.Former Vice President of Beijing Fengtai District People's Court, director of the Legal Affairs Office of Fengtai District, Beijing, and President of Beijing Fangshan District People's Court, President of Beijing Xicheng District People's Court and Vice President of Beijing Municipal Higher People's Court. In March 2021, he was appointed as the Secretary of the CPC Party Leadership Group, President, member of the judicial committee and judge of Beijing Financial Court.

Li Yanhong, female, Han ethnic group, born in January 1969 in Beijing, started working in July 1991, joined the Communist Party of China in June 1991, graduate of Beijing Administration Institute. Former Vice President of Beijing Xicheng District People's Court, President of Beijing Pinggu District People's Court. Appointed member of the CPC Party Leadership Group, Vice President, member of the judicial committee and judge of Beijing Financial Court in March 2021.

Xue Feng, male, Han ethnic group, born in March 1967 in Fangshan, Shanxi Province, started working in July 1987, joined the Communist Party of China in May 1994, doctoral graduate. Former Vice President of Beijing Dongcheng District People's Court,  President of the Administrative Tribunalof Beijing No.1 Intermediate People's Court. Appointed member of the CPC Party Leadership Group, Vice President, member of the judicial committee and judge of Beijing Financial Court.
